REFERENDO EN CUBA, SUSCRITO POR MÁS DE CIEN
ORGANIZACIONES DISIDENTES, EL EXILIO CUBANO
TIENE MEJOR RAZÓN PARA HACER PROSPERAR SU
DECLARACIÓN CONJUNTA QUE SE PRESENTARÁ EN
LA PRÓXIMA CUMBRE DE LAS AMÉRICAS;
PREVISTA EN QUEBEC, CANADA DEL 20 AL 22 DE
ABRIL PARA LOGRAR UN PLEBISCITO AUTÉNTICO
(VEA DOCUMENTO ANEXO).
HA SEGUIDO
CRECIENDO EL LISTADO DE SIGNATARIOS DE ESTA
D.C.; SIN EMBARGO DEBERÍAN Y PODRÍAN
SUMARSE MUCHOS MÁS. POR FAVOR COMUNIQUEN
LOS NOMBRES DE LAS NUEVAS ORGANIZACIONES,
SUS DIRIGENTES Y/O REPRESENTANTES, ASI COMO
DE PROFESIONALES INDEPENDIENTES QUE DESEEN
REALIZAR ESTA COLABORACIÓN FÁCIL Y DE
IMPORTANTE UTILIDAD PARA LA CONSECUCIÓN
LIBERADORA DE CUBA.
DECLARACIÓN
CONJUNTA
A la
atención de los Excmos. Jefes de Estado y
de Gobierno de la Cumbre de las Américas a
celebrarse en Québec, Canadá, del 20 al 22
de Abril del 2001
C.C. a los
mandatarios de la Organización de Estados
Americanos, de la Unión Europea y de las
Naciones Unidas.
Los
representantes de numerosa organizaciones
cubanas del exilio, signatarias de esta
DECLARACIÓN CONJUNTA nos dirigimos a
Ustedes formalmente y le pedimos vuestra
gran ayuda para favorecer la realización en
Cuba de un auténtico PLEBISCITO. Dándole a
nuestro pueblo (que ha padecido dentro y
fuera de la Isla una creciente crisis
general y tragedia durante 42 años,
bastante conocida por el mundo) la oportunidad
de votar si o no por la continuidad
del sistema dictatorial totalitario
encabezado por Fidel Castro Ruz. Estimando
la necesidad y reclamación explícita en la
trascendental declaración conjunta expuesta
en el documento firmado por 45 reconocidos
dirigentes de la oposición interna de Cuba
a este régimen criminal (entre los que
destacaban Gustavo Arcos Bergnes, Marta
Beatriz Roque, Félix Bonne Carcassés,
René Gómez Manzano, Oswaldo Payá
Sardiñas y Elizardo Sánchez Santa Cruz)
dado a los Jefes de Estado y de Gobierno
participantes en la X Cumbre Iberoamericana
a celebrarse en Panamá. Recabándoles
urgente solidaridad política para salvar a
Cuba (Publicado el miércoles, 8 de
noviembre de 2000 en El Nuevo Herald.
En esta carta
entregada a los corresponsales extranjeros
durante una conferencia de prensa en Cuba
(el mismo día en que se celebraron las
elecciones presidenciales en Estados
Unidos), se resalta: "Es hora de que
ustedes, honorables representantes de los
pueblos de Iberoamérica pasen de las
declaraciones genéricas a reconocer
expresamente el derecho de los cubanos a la
apertura democrática". Los cubanos
"también tenemos derecho a los
derechos". "Que le pregunten a los
propios cubanos, pero no en la plaza, sino
en las urnas, en una consulta popular. Que
le pregunten si quieren que liberen a los
presos políticos, si quieren la libertad de
expresión, la libertad para emitir todas
las opiniones, que le pregunten si quieren
la libertad de asociación, pues nunca
renunciaron a ese derecho para que existiera
un partido único". "Pregúntenle
también a los cubanos si quieren trabajar
libremente y poseer pequeñas y medianas
empresas, cuando es conocido que la
iniciativa económica en Cuba es privilegio
del Estado y de algunas empresas
extranjeras." "Pregúntenle si
quieren o no elegir libre y
democráticamente a su Parlamento y al jefe
de Estado, cuando en realidad la ley
electoral y la atmósfera de miedo impiden
el ejercicio de estos derechos a los
ciudadanos". y exhorta a los
presidentes iberoamericanos a un mayor
compromiso para lograr la democracia en
Cuba.
Los
representantes de las referidas
organizaciones de la diáspora cubana
consideramos es imprescindible para
garantizar la legitimidad y efectividad
suficiente de este PLEBISCITO ( propiciador
de un lógico y merecido proceso de
transición hacia el libre ejercicio de la
democracia y demás derechos fundamentales
para nuestra Patria ) se cumplan las
condiciones que proponemos a continuación:
1.
Supresión por parte del régimen
cubano de sus actividades intimidatorias y
terroristas contra sus opositores y
disidentes, habitualmente ejecutadas por sus
bandas paramilitares conocidas como Brigadas
de Respuesta Rápida, Comité de Defensa de
la Revolución e instituciones
policiaco-militares: Departamento de
Seguridad del Estado, Departamento Técnico
de Investigación, Contra Inteligencia
Militar, etc;
2.
Reconocimiento y licitud por parte
del gobierno cubano de las organizaciones
opositoras al menos 6 meses antes del
plebiscito.
- Aseguramiento
de la libertad de acción, informática,
periodística y de libre asociación a
todas las organizaciones políticas
dentro de Cuba.
- Libertad
incondicional de todos los presos
políticos y la garantía de que los
mismos podrán ejercer su derecho al
voto.
- Constitución
de una Comisión Nacional del Plebiscito
integrada por representantes de
gobiernos, grupos de oposición interna,
del exilio y de la iglesia; con plena
comunicación entre las mismos para
poder coordinar las actividades
relevantes a la preparación y
realización del plebiscito.

DECLARATION
To the
attention of all executives and Leaders of
Governments and States of the summit of
Americas celebrating inQuebec,Canada April
22, 2001
C.C to all
the leaders in the organization of American
States,the European Union and the United
Nation.
The
representatives of the exiled Cubans signers
of the JOINT DECLARATION. We formally
want to address and ask your help to bring
forth the realization of an authentic Cuban PLEBISCITE,
giving our peoples (that suffered in a and
out of our island a growing general crisis
and tragedy during the last 42 years known
very well by all the world.) The
opportunity to vote yes or no, for
the continuance with the total dictatorship
system in place and headed by Fidel Castro
Ruz. Estimate the necessity and the explicit
asking in the tracendental joint declaration
in this document signed by 45 recognized
leaders of the internal opposition in Cuba
of this criminal regime ( among those that
stand out Gustavo Arcos Bergues,Maria
Beatriz Roque,Felix Bonne Caracases, Rene
Gomez Manzano,Osvaldo Paya y Elizado Sanchez
Santa Cruz) Giving to the leaders of states
political solidarity to save Cuba.

This letter
given to reporters during a press conference
in Cuba ( the same day that the elections
for president of the United State were
taking place ) It's as follows, it is
time for you Honorable Representatives of
the Ibeoramerica citizen to pass the
generics declaration and to expressly
recognize the right of the Cubans to the
opening of a democracy Cubans also have a
right to rights." Please ask the Cuban
themselves; but not in the plazas but in the
polling booths in a popular
consultation,ask then if they want the
political prisoners released,if they want
liberty of expression, liberty to emit all
opinions, ask if they want liberty of
association, because they never renounce
that right so that would exist only one
party,ask the Cuban if they want to work
freely, and be able to posses small and
medium business when it is known that
economic initiative is a privilege of the
State and some foreign companies. Ask then
if they want to be able to elect a
democratic parliament and State Leaders
,when in reality the electoral laws and the
atmosphere of fear prevents the citizens
from excising their rights as citizens.
And exhort all the Iberoamerican Presidents
to make a mayor compromise to bring
Democracy to Cuba.
The
representatives of mention dispersed Cuban
organization considered; it is
essential for the guarantee and the legality
and sufficiency of this PLEBISCITE
(propitious of the logic and deserved
process of transition toward a free exercise
of Democracy and others fundamentals rights
for our Mother Country; so that the
following conditions that we propose are
completed.
1.
Suppression for the part of the Cuba
regimen from it's intimidating and terrorist
activities against dissident and
opponents,regulary executed by paramilitary
known as quick ResponseBrigade, Committee of
Defense of theRevolution and Paramilitary
Institution, Department of State
Security,Department of Technical
Investigation and Counter Military
Intelligence etc.
- Recognition
and licit by the Cuban Government of the
opposing organization at least 6 month
before the plebiscite.
- Assurance
the freedom of action, information
,press and the freedom to associate to
all political organization within Cuba.
- Unconditional
liberty of all political prisoners and
the guarantee that themselves, will be
able to exercise their right to vote.
- Constitution
of the national Commission of the
Plebiscite, compose of the
representative of the Government,group
of internal opposition, from the
exiled,and the Church, with plenty of
communication among the same to be able
to coordinate relevant activities to
prepare and realize the plebiscite.
