ENSIGN AMENDMENT ON CUBAN DEMOCRACY APPROVED

November 3, 2003Washington D.C.

An amendment by Senator John Ensign to provide aid for democracy-building initiatives in Cuba has been included as part of the Foreign Operations Appropriations Bill approved by the Senate. “The people who have been struggling for freedom and democracy for years under an oppressive regime deserve the support of the United States,” Ensign said. “They need to know that our support is not just symbolic, that we are ready to work with them and provide the necessary resources to help accomplish the goal of a democratic Cuba.” Ensign’s amendment provides up to $5 million in transition initiatives, including:
Published and informational material, such as books, videos, and cassettes, on transitions to democracy, human rights, and market economics, to be made available to independent democratic groups in Cuba.
Humanitarian assistance to victims of political repression and their families.
Support for democratic and human rights in Cuba.
Support for visits and permanent deployment of independent international human rights monitors in Cuba.
