November 3, 2003
–Washington
D.C.

with them and provide the necessary
resources to help accomplish the goal of a
democratic Cuba.” Ensign’s amendment
provides up to $5 million in transition
initiatives, including:
Published and informational material, such
as books, videos, and cassettes, on
transitions to democracy, human rights, and
market economics, to be made available to
independent democratic groups in Cuba.

political repression and their families.
Support for democratic and human rights in
Cuba.
Support for visits and permanent deployment
of independent international human rights
